BACKGROUND: The fiscal year ending June 30, 2019 (FYE 2019) Capital Improvement Program Budget included this sidewalk project to provide improved accessibility to the new public library located at the northwest corner of Acres Street and James Garner Avenue. Budgeted project funding is $275,000.

The Acres Street Sidewalk Project is intended to provide a sidewalk along the north side of Acres Street between Flood Avenue and James Garner Avenue. The project will also construct missing sidewalks; driveway connections; rebuild existing, but non-Americans with Disabilities-compliant ramps; and repair deficient sidewalk portions along the north side of Acres Street between the Burlington Northern Santa Fe railroad tracks and Porter Avenue.

City Capital funds in the amount of $8,800 were spent from the project account on April 29, 2019 to construct sidewalk and ramps on the northwest side of the railroad crossing adjacent to the Library, which was coordinated with the road improvements at this location. The contractor performing that work was Central Contracting Services, Inc.

DISCUSSION: Bid documents and specifications were advertised according to State Law. Nine (9) contractors received the bid documents and two (2) bids were submitted on June 20, 2019. The lowest bid, in the amount of $131,185, was received from Central Contracting Services, Inc. of Norman. Central Contracting Services, Inc. is currently under contract for a number of street and sidewalk projects in Norman. Central Contracting Services has successfully performed work on similar projects for many years. The Engineer's estimate for this work is $175,000.
