CONSIDERATION OF AWARDING OF BID 1819-78, APPROVAL OF CONTRACT K-1920-23 WITH CENTRAL CONTRACTING SERVICES, INC., IN THE AMOUNT OF $131,185; PERFORMANCE BOND B-1920-23, STATUTORY BOND B-1920-24, AND MAINTENANCE BOND MB-1920-11 FOR THE FYE 2019 ACRES STREET SIDEWALK PROJECT AND RESOLUTION R-1920-12 GRANTING TAX EXEMPT STATUS.

BACKGROUND: The fiscal year ending June 30, 2019 (FYE 2019) Capital Improvement Program Budget included this sidewalk project to provide improved accessibility to the new public library located at the northwest corner of Acres Street and James Garner Avenue. Budgeted project funding is $275,000.

 

The Acres Street Sidewalk Project is intended to provide a sidewalk along the north side of Acres Street between Flood Avenue and James Garner Avenue.  The project will also construct missing sidewalks; driveway connections; rebuild existing, but non-Americans with Disabilities-compliant ramps; and repair deficient sidewalk portions along the north side of Acres Street between the Burlington Northern Santa Fe railroad tracks and Porter Avenue.

 

City Capital funds in the amount of $8,800 were spent from the project account on April 29, 2019 to construct sidewalk and ramps on the northwest side of the railroad crossing adjacent to the Library, which was coordinated with the road improvements at this location. The contractor performing that work was Central Contracting Services, Inc.

 

DISCUSSION:  Bid documents and specifications were advertised according to State Law. Nine (9) contractors received the bid documents and two (2) bids were submitted on June 20, 2019. The lowest bid, in the amount of $131,185, was received from Central Contracting Services, Inc. of Norman. Central Contracting Services, Inc. is currently under contract for a number of street and sidewalk projects in Norman. Central Contracting Services has successfully performed work on similar projects for many years.  The Engineer’s estimate for this work is $175,000.

 

If approved, construction is scheduled to begin July 29, 2019. The contractor will be directed to work from the new Library location west to Flood Avenue and thence east to Porter Avenue. The project is expected to be completed by early September 2019, to coincide with the opening of the new Norman Public Library, Central Branch.

 

Resolution R-1920-12 confers upon Central Contracting Services, Inc. the limited agent status for the purchase of materials to be incorporated in the project on a sales tax-exempt basis.  The bid documents offered tax-exempt status to all bidders.

 

The City of Norman FYE 2019 Capital Budget allocated $275,000 for this project. Any remaining funds in the budget will be returned to the Capital Fund balance.

 

RECOMMENDATION NO. 1:  Staff has reviewed the bids and recommends that Bid 1819-78 for the FYE 2019 Concrete Sidewalk Program be awarded to Central Contracting Services, Inc. in the amount of $131,185. Project construction funds are available in Citywide Sidewalk/Trails, Construction (account 050-9179-431.61-01; project TC0275).

 

RECOMMENDATION NO. 2Staff further recommends that, upon approval of Bid 1819-78, the following contract and bonds be approved:

Performance Bond B-1920-24

Statutory Bond B-1920-25

Maintenance Bond MB-1920-11

 

RECOMMENDATION NO. 3Staff further recommends that, upon approval of Bid 1819-78, Central Contracting Services, Inc. be authorized and appointed as project agent via Resolution R-1920-12 to avoid the payment of sales taxes on materials purchases related to the project.
