BACKGROUND: The Flood Avenue Waterline Replacement project (WA0328) from Robinson Street to Venture Drive will replace failing Ductile Iron Pipe (DIP) waterline with C-900 polyvinyl chloride (PVC) waterline. The existing DIP is not compatible with our acidic clay soils and is failing, causing water outages, water loss and excessive maintenance demands. The project includes 12,700 feet of 16-inch waterline from Rock Creek Road to Tecumseh Road along with 2,900 feet of 12-inch waterline from Tecumseh Road to Venture Drive.

As part of this project, the existing 8-inch water line under the BNSF Railway Company railway just north of Lexington Street will be replaced with a new 8-inch water line. The proposed 8-inch water line will be installed within an 18-inch steel casing pipe (see attached map entitled "Exhibit A"). A pipeline license from the BNSF Railway Company is required to install this crossing of the railway.

DISCUSSION: The attached pipeline license (Contract K-2021-133) sets forth terms and conditions for the use of the railroad right-of-way at this location. The license agreement requires the City of Norman to participate in the BNSF Railway Company's protective liability insurance policy at a fee of $1,266 as well as pay $7,400 for a perpetual contract and processing fees. Staff will submit the signed pipeline license along with the required payment totaling $8,666 upon approval by the Trustees of the Norman Utilities Authority (NUA).

At this time, funding of $2,749,330 is available in Flood Avenue Waterline, Construction (account 31993360-46101; project WA0328) for this purpose.
