BACKGROUND: The City of Norman operates the Water Reclamation Facility (WRF) located at 3501 Jenkins Avenue. The WRF has had numerous projects to upgrade treatment processes and other infrastructure. However, the administration building and the laboratory used for regulatory compliance was constructed in 1982 with minimal improvements and reduced maintenance space due to space conversion for other needs. With the modifications over time to the building that have reduced maintenance space and challenged environmental systems, this project will improve the overall administration building, expand the laboratory facilities, and will construct a new maintenance building to support WRF operations. Key features/goals of the projects will include:

* Main building modernization to enhance WRF administration;
* New lab space construction while the existing lab space remains operational;
* Existing lab upgrades space upon completion of new lab space;
* New maintenance building for equipment storage and maintenance and operation of the facility;
* Maintenance Crew Chief's office shift to operations room;
* Energy efficiency and appropriate environmental controls in the new and existing laboratory space; and
* Coordination with other WRF projects including solids processing modifications and IPR project(s).

DISCUSSION: Request for Proposal 2021-16 (RFP-2021-16) was issued by staff on August 14, 2020. A pre-proposal meeting was held on August 27, 2020, at the site locations.
