CONSIDERATION OF APPROVAL, REJECTION, AMENDMENT AND/OR POSTPONEMENT OF CONTRACT K-2021-132: AN INTERLOCAL AGREEMENT BY AND BETWEEN THE CITY OF NORMAN, OKLAHOMA, AND THE BOARD OF COUNTY COMMISSIONERS, CLEVELAND COUNTY, OKLAHOMA, IN THE AMOUNT OF $125,000 FOR THE CITY’S SHARE OF THE PROJECT TO RECONSTRUCT A RURAL ASPHALT ROADWAY ON 48TH AVENUE N.W. FROM INDIAN HILLS ROAD TO S.W. 34TH STREET (ONE MILE NORTH) AND BUDGET TRANSFER BETWEEN ACCOUNTS AS OUTLINED IN THE STAFF REPORT.

BACKGROUND: The City of Norman Public Works Department has been in discussion with neighboring communities and representatives of Cleveland County, Oklahoma about an opportunity to collaborate in the maintenance and reconstruction of 48th Avenue N.W. (also known as Santa Fe Avenue) from Indian Hills Road, one (1) mile north to S.W. 34th Street in Moore.
Cleveland County will implement and oversee the reconstruction on this one (1) mile of rural two-lane, section line roadway; portions of which are located within the limits of Norman, Moore, Oklahoma City, and unincorporated Cleveland County, Oklahoma.
DISCUSSION: Cleveland County, Oklahoma is requesting to enter into an agreement with the City of Norman, Oklahoma for the maintenance and reconstruction of 48th Avenue N.W (aka Santa Fe Avenue), from Indian Hills Road, one (1) mile north to S.W. 34th Street for roadway repair and resurfacing. These discussions have resulted in a proposed agreement by and between City of Norman, Oklahoma and Cleveland County, Oklahoma to share labor, equipment, materials, and funding of reconstruction attributable to the portion of the project being completed in each city’s limits. The funding requested for participation in this project has been established based upon an Engineer’s Estimate provided by Cleveland County, Oklahoma in the amount of $125,000. This funding is intended to provide for the cost of materials, labor and equipment necessary for completion of construction within the limits of the City of Norman. The City of Norman will also assist Cleveland County personnel in the construction of this one (1) mile stretch of roadway by providing asphalt paving services with Public Works Streets Division staff and equipment.
Work to be completed on this project will include the removal of existing asphalt roadway surface and modification of the subgrade below to establish a proper roadway base prior to resurfacing with planned seven (7) inches of asphalt. Any drainage structures running under this portion of roadway needing repair or replacement will be addressed in tandem with the roadway construction and ditch lines will be cleaned out or re-shaped as needed to maintain existing drainage. New pavement markings will be placed once the roadway surface has been completed.
The attached map details the extent of each participating entity’s limits of financial responsibility and also highlights the inter-local collaboration necessary to complete this one (1) mile section of roadway.
Funds in the amount of $125,000 for participation in the agreement are recommended to be transferred from the Street Maintenance Rural Road Improvements Program Project - Tecumseh Road, 156th Avenue N.E., to 180th Avenue N.E., Construction (Account Org 50596696; Object 46301; Project SC0695) to Street Maintenance Asphalt Pavement Maintenance Program Project - 48th Avenue N.W. from Indian Hills Road, 1-mile north to S.W. 34th Street, Construction (Account Org 50595511; Object 46101; Project SC0701). Transfer of these funds will lessen but not deplete the budget availability for the Tecumseh Road section allowing for pavement maintenance activities to remain on schedule under a revised scope of work.
RECOMMENDATION NO. 1: Staff recommends approval of Contract K-2021-132 between the City of Norman and Cleveland County Commissioners for the Streets CIP Asphalt Pavement Maintenance Repair Project 48th Avenue N.W. from Indian Hills Road, 1-mile north to S.W. 34th Street.
RECOMMENDATION NO. 2: Staff further recommends approval of a transfer of funds in the amount of $125,000 from the CIP Street Maintenance Rural Road Improvements Program Project - Tecumseh Road, 156th Avenue N.E., to 180th Avenue N.E. Construction; to the Street Maintenance Asphalt Pavement Maintenance Program Project - 48th Avenue N.W. from Indian Hills Road, 1-mile north to S.W. 34th Street, Construction Account.
