BACKGROUND: The developers and the local business community in the Campus Corner area (the "community") requested City support in addressing infrastructure improvements. This area runs east & west from Asp Avenue to University Boulevard and north & south from Boyd Street to White Street. The community brought forth a presentation of 30 areas that required repair/replacement of curbs, sidewalk and ADA ramps. City Engineering Staff were tasked to assess Campus Corner and found additional items that were also in need of repair. These construction items will not only restore functionality and safety, but will also improve the aesthetics of the area.

DISCUSSION: A project package was developed and the notification to bidders was advertised on April 23rd and 30th, 2021 in the Norman Transcript. A non-mandatory pre-bid meeting was held on May 13, 2021. A key element of this project is rapid mobilization and project execution to ensure the work is complete and contractors are demobilized by August 13, 2021, before University of Oklahoma students return for the Fall 2021 semester.

Bid documents and specifications were advertised according to State Law. Ten (10) contractors received the bid documents and two (2) bids were submitted on May 17, 2021. The low bid, in the amount of $134,850 was received from Rudy Construction Co. of Oklahoma City, OK. The other bid from EMC Services was $149,719 or 11% over the low bid.
