CONSIDERATION OF APPROVAL, REJECTION, AMENDMENT, AND/OR POSTPONEMENT OF FINAL ACCEPTANCE AND FINAL PAYMENT OF CONTRACT K-2021-13 BY AND BETWEEN THE CITY OF NORMAN, OKLAHOMA, AND THE CAVINS CONSTRUCTION GROUP, L.L.C., FOR THE ROTARY PARK RESTROOM CONSTRUCTION PROJECT.

BACKGROUND: On 13 October 2015, Norman citizens passed the Norman Forward Initiative, which will fund various projects through a one-half percent (1/2 %) sales tax increase over 15 years. Included in the Norman Forward Initiative is a project to improve all of the city's neighborhood parks. The funds for this project are "pay-as-you-go," meaning that a few park projects per year will be done as the funds from the sales tax are collected. Knowing this, Park Planning staff worked to identify a set of criteria to determine which parks had the most immediate needs to bring them up to the standards we expect in our public parks. The overall NORMAN FORWARD Neighborhood Park Improvement plan was presented to the Board of Park Commissioners in March of 2017; then to the City Council in May of 2017 to approve the plan to spend the first five years of funding. After completing renovation projects at other parks in the first three years of the program, Rotary Park was identified as the next park for playground and park improvements.
DISCUSSION: On 14 July 2020, City Council approved Contract K-2021-13 for the NORMAN FORWARD Rotary Park Restroom Project to Cavins Construction Group L.L.C. in the amount of $56,545.40. Seven partial payments were made during the construction process.
On 10 May 2021, the City of Norman Parks and Recreation Staff inspected the restroom at Rotary Park and found it to be complete as per specifications.
RECOMMENDATION: It is recommended that City Council accept the NORMAN FORWARD Rotary Park Restroom Project as complete and approve payment in the amount of $56,545.40 to Cavins Construction Group L.L.C. Funds are available in the NORMAN FORWARD Fund, Neighborhood P...
