BACKGROUND: The Compost Facility Scale House project (SA0019) will modify the existing City compost facility layout located at Bratcher Minor Road west of Jenkins to facilitate a more efficient operation for the public and facility, install scales used for weighing large loads of compost, and construction of a modular building with potable water and sanitary sewer for staff in charge of coordinating with customers. This building will also replace the prefabricated building purchased in 2003 that has become severely deteriorated and inadequate.

DISCUSSION: Due to the scope of this project, TriCore Group, LLC was chosen by staff as the most qualified consultant for the project. Proposed Contract K-2021-114 will authorize design, bidding, limited construction administration, and as-built drawings and documents. This item was on the May 11, 2021, docket as Item 24 but was incorrectly done with the Norman Utilities Authority as the contract entity whereas it should have been the Norman Municipal Authority. This corrected contract replaces the original contract in its entirety.

As shown in the proposed project schedule, Attachment A to the contract, final design should be complete in approximately three (3) months, with bidding expected in August 2021. Construction is estimated at three (3) months, and should be complete by December 2021. The proposed work scope is detailed in Attachment B, while Attachment C provides the proposed compensation for the contract. Staff believes the proposed lump sum contract for $30,500 is fair and reasonable and recommends approval of the contract.
