BACKGROUND: The City's Citywide Sidewalk Reconstruction Project is one of five programs under the Annual Sidewalk Concrete Program. It is the primary program that addresses sidewalk hazards and emergency conditions in residential areas, arterial roads and other public use areas.

Pursuant to Oklahoma State Statute, Title 11-36-104, the repair and replacement of residential sidewalks are the responsibility of the abutting property owner. To encourage a proactive community approach to maintaining our sidewalks, the City allocates $50,000.00 annually to this cost-sharing program. In residential areas, property owners often leverage the City's contractor by fronting 50% of the City's repair estimate. The project is then coordinated by the Engineering team. Upon completion of the work, the City pays the contractor in full and deposits the property owner contributions into the Reimbursements-Citizen Sidewalk account (509-364253).

This fiscal year, the Engineering team has executed more than 40 Citywide projects; a significant increase from prior years.

DISCUSSION: Due to the popularity of the program, outstanding invoices and projected work will deplete the budgeted amount prior the end of the fiscal year. Keeping the program active is dependent on replenishing this account with the resident contributions.

Funds collected and deposited in April total $9,452.50, with deposits of $6,094.55 on April 14, 2021, and $3,357.95 on April 4, 2021.

RECOMMENDATION: Staff recommends the approval of Resolution R-2021-123 for the appropriation of $9,452.50 from Reimbursements-Citizen Sidewalk (Account Org 509, Object 364253) to FYE 2021 Citywide Sidewalk - Construction (Account 50590052-46101; Project TC0273). These funds...
