CONSIDERATION OF APPROVAL, REJECTION, AMENDMENT, AND/OR POSTPONEMENT CONTRACT K-2021-116 BY AND BETWEEN THE NORMAN UTILITIES AUTHORITY AND FREESE AND NICHOLS, INC., IN THE AMOUNT OF $95,740 TO PROVIDE ENGINEERING DESIGN SERVICES FOR THE JENKINS WATER LINE REPLACEMENT PROJECT.

BACKGROUND: The City of Norman through the Public Works Department is working to widen Jenkins Avenue from Constitution Street to Lindsey Street and also to modify the intersections of Jenkins Avenue/Constitution Street/Imhoff Street. The City of Norman currently has an existing 6-inch cast iron water line along Jenkins Avenue from Timberdell Road to Lindsey Street. This line has reached the end of its design life and a 12-inch main would be more appropriate along Jenkins Avenue for adequate flow and pressure. This project will replace the 2,500 lineal feet of existing 6-inch line with a new 12-inch line in concert with the planned widening of Jenkins Avenue.
Additionally, this project will design the additional extension of the Segment D transmission line recommended by the 2003 Water Master Plan. This line was recently extended south through Reaves Park to the south side of Constitution Road but is planned to extend further south to the existing 24-inch line on State Highway 9. As part of this proposed project, approximately 1,000 feet of line will be installed further south to extend past the proposed intersection improvements at Jenkins Avenue/Constitution Street/Imhoff Street.
Lastly, a 16-inch wastewater reuse line was installed parallel to the 24-inch line through Reaves Park. This line was a recommendation of the 2060 Strategic Water Supply Plan to provide future irrigation of Reaves Park using highly treated reuse water from the Water Reclamation Facility.
DISCUSSION: Freese and Nichols, Inc. is currently under contract with the City’s Public Works Department to design the widening on Jenkins Avenue and also the intersection improvements at Jenkins Avenue/Constitution Street/Imhoff Street. Additionally, Freese and Nichols, Inc. has provided water line design services on past Norman Utility Authority (NUA) projects. To ensure a cohesive design for both the street improvements and the new water lines, staff determined that it would be in the best interest of the NUA to contract with Freese and Nichols, Inc. Proposed Contract K-2021-116 will authorize design, bidding, limited construction administration, and as-built drawings and documents. Additional services were also included in the project only to be used upon authorization by staff, primarily if additional survey or easements are deemed necessary for the project.
As shown in the proposed project schedule, Attachment A to the contract, final design will be completed as required to meet the needs of the street improvements which is 180 calendar days. The proposed work scope is detailed in Attachment B, while Attachment C provides the proposed compensation for the contract. Staff believes the proposed lump sum contract for $80,740 for the scope in Attachment B is fair and reasonable. The additional services component is $15,000 only upon authorization by staff for items found to be outside of the original scope.
The current year budget includes an unencumbered balance of $96,000 in Jenkins Waterline Replacement, Design (Account 33996683-46201; Project WA0353) which is sufficient to fund the contract.
RECOMMENDATION: Staff recommends the NUA approve Contract K-2021-116 in the amount of $95,740 with Freese and Nichols, Inc. to provide engineering services for the Jenkins Water Line Replacement Project.
