BACKGROUND: On December 19, 2017, Contract K-1718-79 with N. Harris Software Corporation for Advanced Utilities utility billing software called Customer Information System (CIS) was approved to replace the City’s legacy utility billing application.

 

DISCUSSIONThe City’s new Utility Billing application, CIS by Advanced Utility Billing Systems, went live in October 2020.  The City required more licenses for staff to utilize the application.  Most areas are now planning to work utilizing the software in the field to improve efficiency.  We needed additional licenses to cover areas such as: added staff in Customer Service, all Meter Services representatives plan to work in the field using the application to record re-read data for example, deployments into Water Line Maintenance for bulk meter billing that previously could not be accomplished in the Legacy System, and Utilities personnel can now research and run reporting not previously available in the Legacy System, etc.  The deployment initially purchased 20 user licenses.  We have to get 10 more to cover present staff who need access.

 

Funding is available in ERP Replacement Project, Design (Account 50195529-46201; Project BG0070).

 

RECOMMENDATION: Staff recommends that City Council approve Amendment No. 1 to Contract K-1718-79 with Advanced Utility Systems, a Division of N. Harris Software Corporation in the amount of $46,694.25 for ten additional licenses.
