CONSIDERATION OF A FINAL SITE DEVELOPMENT PLAN AND FINAL PLAT FOR NORMAN REGIONAL HEALTH SYSTEM EAST CAMPUS ADDITION, A PLANNED UNIT DEVELOPMENT. (LOCATED AT THE SOUTHWEST CORNER OF HIGHWAY 9 AND 24TH AVENUE S.E.)

BACKGROUND:  This item is a final site development plan and final plat for Norman Regional Health System East Campus Addition, a Planned Unit Development located at the southwest corner of Highway 9 and 24th Avenue S.E.  The property consists of 12.9889 acres and two lots.  Lot 1, Block 1, is proposed as a two story free standing emergency building.  Currently there is no specific use for Lot 1, Block 2.

 

City Council, at its meeting of July 28, 2020, adopted Ordinance O-1920-57 placing this property in the Planned Unit Development (PUD) District and approved the preliminary plat for Norman Regional Health System East Campus Addition, a Planned Unit Development.

 

The Norman Development Committee, on March 18, 2021, approved the program of improvements, final site development plan and final plat and recommended the final site development plan and final plat for the Norman Regional Health System East Campus Addition, a Planned Unit Development, be submitted to City Council for consideration.  In addition, the Norman Development Committee accepted Subdivision Bond B-2021-76 for concurrent construction.

 

DISCUSSION: Construction plans have been reviewed for the required public improvements for this development.  These improvements consist of water mains with fire hydrants, sanitary sewer main, storm drainage and sidewalk improvements.  Stormwater runoff will be conveyed to proposed privately maintained detention facilities.

 

STAFF RECOMMENDATION:  The final plat is consistent with the approved preliminary plat.  Based on the above information, staff recommends acceptance of the public dedications, approval of the final site development plan and final plat and filing of the final site development plan and final plat.
