FINAL ACCEPTANCE AND FINAL PAYMENT OF CONTRACT K-1920-41 BY AND BETWEEN THE CITY OF NORMAN, OKLAHOMA, AND CENTRAL CONTRACTING SERVICES, INC., FOR THE URBAN CONCRETE PAVEMENT FYE 2020 LOCATIONS, PROJECT 2, (VICKSBURG DRIVE; BILOXI DRIVE; BENTBROOK PLACE; AND INDUSTRIAL BOULEVARD).

 

Body

BACKGROUND:  In the Norman General Obligation Bond Election of 2016, voters approved the Street Maintenance Bond Program, a 5-year, 4-phase program to address maintenance needs on neighborhood streets. The four categories include (1) Urban Asphalt Street Rehabilitation, (2) Urban Concrete Street Rehabilitation, (3) Urban Road Reconstruction and (4) Rural Road Rehabilitation.  Prior to the election, the City provided a list of all streets included in the program based upon the pavement condition data from the City’s current Pavement Management System. The following is the list of the Street Maintenance Bond Program - Urban Concrete Pavement FYE 2020 Project 2 locations included in this Bid:

 

           Vicksburg Avenue - Alameda Street to Beaumont Drive (BP0443)

           Biloxi Drive - Beaumont Drive to Lindsey Street (BP0443)

           Bentbrook Place - Parkside Road to Hearthstone Drive (BP0445)

           Industrial Boulevard - Lexington Street to Rock Creek Road (BP0452)

           

The roadways included in this project are located in established residential and industrial areas.  The current roadways are constructed of concrete pavement, which is in poor condition. This project involves rehabilitation of the existing pavement including panel replacement.

 

On November 12, 2019, City Council approved Contract K-1920-41 in the amount of $341,839 for Urban Concrete Pavement FYE 2020 Locations - Phase 2 to Central Contracting Services, Inc.

 

On November 16, 2020, City Manager Pyle approved Change Order No.1 to Contract K-1920-41 in the amount of $35,000 for a new total contract amount of $376,839.

 

This proposed agenda item is for final acceptance of the Urban Concrete Pavement FYE 2020 Locations- Phase 2 to Central Contracting Services, Inc.

 

DISCUSSION:   Roadway utility relocation projects are awarded to the lowest responsible bidder.  Contractor bids are determined using plan quantities multiplied by the contractor’s unit prices for all bid items of the contract.  The total of all of these costs represents the contractor’s bid.  During construction, each quantity is verified in the field and the contractor is to be reimbursed, based on the actual quantity.  The quantity adjustments that occurred with Change Order No. 1 on November 16, 2020, for Contract K-1920-41, Urban Concrete Pavement FYE 2020 Locations - Phase 2 are still correct, so a final change order is not needed to close out this project.

 

All work has now been completed and the project is ready for Final Acceptance with the 5% retainage amount of $18,841.65 to be paid to Central Contracting Services, Inc. from the current project purchase orders.

 

The final amount for Contract K-1920-41, Urban Concrete Pavement FYE 2020 Locations - Phase 2 is $376,839, which is 10.23% or $35,000 over the original contract amount.

 

RECOMMENDATION NO. 1: Staff recommends final acceptance of the Street Maintenance Bond Program - Urban Concrete Pavement FYE 2020 Locations, Project 2 Contract K-1920-41, and final payment to Central Contracting Services, Inc. in the amount of $18,841.65.
