RESOLUTION R-2021-98:  A RESOLUTION OF THE COUNCIL OF THE CITY OF NORMAN, OKLAHOMA, APPROVING THE TRANSFER OF CERTAIN EQUIPMENT PREVIOUSLY USED BY THE CITY’S STREET DIVISION TO CLEVELAND COUNTY IN FURTHERANCE OF THE ANNUAL INTERLOCAL AGREEMENT BETWEEN THE CITY OF NORMAN AND CLEVELAND COUNTY.

BACKGROUND:  Cleveland County and the City of Norman have partnered for many years to ensure cooperative road maintenance and construction activities within the City limits. The County assists the City by performing grading and graveling on unpaved section line roads within the City of Norman. The County also provides labor and equipment to reconstruct and pave rural and urban roads. This partnership, formalized by an annual agreement approved by City Council and the Board of County Commissioners, has been a critical piece of the City’s 5-year street maintenance bond programs for rural roads. Because of our ability to combine resources with the County, considerably more miles of rural roads can be improved.

 

The City is in possession of an approximately 10 year old asphalt paving machine (Caterpillar Model AP1055D Asphalt Paver S/N 0FAC00927) that was recently replaced using City fiscal year 2020-2021 Capital Outlay Budget funds.

 

DISCUSSION: The County has expressed an interest in using this machine to supplement the equipment it uses to perform the cooperative road maintenance and construction activities pursuant to our annual Interlocal Agreement. The City no longer needs this equipment and recognizes the benefit to the City that the transfer of the title of this equipment to the County will provide.

 

RECOMMENDATION:  Staff recommends approval of Resolution R-2021-98.
