RESOLUTION R-2021-88:  A RESOLUTION OF THE COUNCIL OF THE CITY OF NORMAN, OKLAHOMA, PROGRAMMING FEDERAL SURFACE TRANSPORTATION PROGRAM URBANIZED AREA (STP-UZA-SAFETY) FUNDS FOR THE INSTALLATION OF A NEW TRAFFIC SIGNAL AT THE INTERSECTION OF 36TH AVENUE NW AND BART CONNER DRIVE.

BACKGROUNDThe 2016 - Fixing America’s Surface Transportation Act (FAST Act) federal transportation funding bill allocates approximately $22 Million in Federal funds per year for the implementation of eligible transportation improvements in the Oklahoma City metropolitan area. Ten percent of this appropriation is used to fund safety projects at 100% of their construction cost.

 

Every year, the Association of Central Oklahoma Governments (ACOG) coordinates a regional evaluation process that identifies transportation improvements eligible for federal funding. Individual projects are rated and compared to one another using a pre-established criterion. The process ends with the formulation of the region’s transportation improvement program and the decision to use federal funds to pay for a significant portion of the cost of the higher priority projects.

 

DISCUSSIONIn October, 2021, staff will submit up to ten of our highest ranked projects for consideration in the formulation of ACOG’s One-Year Transportation Improvement Program update (FFY 2024).  To be eligible, each submitted project must have had a programming resolution submitted for the project.

 

On January 14, 2021, Staff attended the Intermodal Transportation Technical Committee (ITTC) meeting where the projects from across the Oklahoma City Metropolitan Area were discussed for potential inclusion in the FFY 2022-25 Transportation Improvement Plan (TIP).  The result of that meeting was to develop recommended lists for the Intermodal Transportation Policy (ITPC) committee to approve for the funded years of FFY 2022-2023.  Nine of Norman’s nineteen submitted projects were selected for inclusion in the FFY 2022-2023 TIP.  The ITPC (attended by Council Member Holman) met on January 28, 2021, to confirm the list recommended by the ITTC including the nine projects for Norman in FFY 2022 and 2023. Only the first two years (FFY 2022 and 2023) are guaranteed to receive funding.  Any submitted projects landing beyond FFY 2023 will have to re-compete.  The next Call for Projects will be for the FFY 2024 TIP.  Projects that made the FFY 2022-2023 TIP are:

 

Federal Fiscal Year 2022 (Total Federal Funds Requested - $11,526,752)

 

Ø                     Traffic Management Center (2019 Bond Project)

 

The project will construct a new traffic management center complete with video wall, work stations, computer server, hardware, software, networking, communication equipment, and furniture.  It will also include closed-circuit television for monitoring of signalized intersections and a redundant communication network. Estimated Federal Funds $2,792,114

 

Ø                     Porter Streetscape, from Robinson St to Alameda St (2019 Bond Project)

 

The project provides a pavement overlay of Porter Ave between Robinson St and Alameda St, a storm water collection system, LED Decorative Roadway Lighting, Sidewalk Improvements, and Traffic Signal Upgrades. Estimated Federal Funds - $2,855,610

 

Ø                     Transit Bus Replacement

                     

The project will purchase a new 35’ CNG bus in an effort to upgrade the City’s aging transit fleet. Estimated federal funds - $491,633

 

Ø                     James Garner Ave, from Acres St to Flood Ave (Norman Forward Project)

 

The project provides for construction of James Garner Ave from Acres St north across Robinson St to Flood Ave.  The roadway will feature 2 lanes with a median, a storm water collection system, and a multimodal path along the west side of the street.  Estimated Federal Funds - $4,825,733

 

Ø                     Traffic Signal Upgrades-Emergency Vehicle Pre-emption (Phase 2) (100% Safety)

                     

This Safety project will install the GPS Opticom Emergency Vehicle Pre-emption system as various locations citywide. Estimated federal funds - $561,662

 

Federal Fiscal Year 2023 (Total Federal Funds Requested - $2,909,505)

 

Ø                     Transit Bus Replacement

                     

The project will purchase a new 35’ CNG bus in an effort to upgrade the City’s aging transit fleet. Estimated federal funds - $505,953

 

Ø                     Jenkins Ave, from Lindsey St to Imhoff Rd and Constitution St, from Jenkins Ave to Classen Blvd (2019 Bond Projects)

 

The project provides widening and reconstruction of Jenkins Ave, between Imhoff Rd and Lindsey St, from 2 lanes to 4 lanes with a median, a stormwater collection system, sidewalk along the west side of the street, and a multimodal path along the east side of the street.  The project will also widen Constitution St for continuous two-way left-turn lane, between Jenkins Ave and Ryan Ave with curb and gutter roadway with a sidewalk on the south side of the roadway.  Estimated Federal Funds - $1,765,853

 

Ø                     Pavement Marking Upgrades at Various Locations (Phase 9) (100% Safety)

                     

This Safety project will install pavement markings as various urban locations citywide. Estimated federal funds - $319,109

This Safety project will install pavement markings as various urban locations citywide. Estimated federal funds - $318,590

In analyzing what was funded and what remains to be funded, Staff has compiled the following preliminary list of Safety and Transit projects for the Call for Projects for the FYE 2024 TIP.  Once Staff has had the opportunity to meet to discuss the Bond Projects, another group of Programming Resolutions will be brought forward.  In the meantime, the Safety and Transit projects include:

RECOMMENDATIONStaff recommends approval of resolution No. R-2021-88 (36th Ave NW at Bart Conner Dr New Traffic Signal) requesting Federal STBG Safety funds for 100% of the construction cost.
