RESOLUTION R-2021-94: A RESOLUTION OF THE COUNCIL OF THE CITY OF NORMAN, OKLAHOMA, APPROPRIATING $21,927 FROM THE ANIMAL WELFARE DONATIONS ACCOUNT TO BE USED AT THE NORMAN ANIMAL WELFARE CENTER.

BACKGROUND: The Norman Animal Welfare Center often receives general unsolicited donations to the facility for unspecified uses. These donations are accepted and deposited within a dedicated account where they are maintained until requested and approved for disbursement for use within our facility. This item is being brought forward for that purpose. The Animal Welfare Oversight Committee has advocated for this distribution in a letter to the Norman City Council.

DISCUSSION: Four projects have been brought forward to the Animal Welfare Oversight Committee and received approval on September 14, 2020.

1) To improve the comfort of the animals, exterior window tint for four cat adoption windows and one dog quarantine window totaling $1,102.
2) To improve the comfort of the animals, ten kennel drain grate covers will be purchased to replace those broken by the dogs over the last four years totaling $1,325.
3) To improve the comfort of the animals, the pre-existing audio system installed in three dog adoption rooms will be completed and the system expanded to include all animal stray hold and adoption rooms totaling $9,500.
4) To improve the comfort of the animals, twenty glass front doors will be replaced with wire front doors in dog adoption room 404 totaling $10,000. This will greatly improve ventilation in the individual kennels.
5) The funds being requested for distribution were provided to the facility with no stipulations or requests for a specific purpose. Staff believes the expenditure is being made in good faith that would satisfy the intent of any individual donor's efforts to support and better the facility, our animals and our staff. The requested services and equipment will be purchased as soon as possible.
