CONTRACT K-2021-96: A CONTRACT BY AND BETWEEN THE NORMAN UTILITIES AUTHORITY AND CABBINESS ENGINEERING, L.L.C., IN THE AMOUNT OF $58,100 TO PROVIDE PROFESSIONAL ENGINEERING SERVICES FOR THE PORTER AVENUE WATER LINE REPLACEMENT PROJECT, PHASE II, FROM ROBINSON STREET TO ALAMEDA STREET.

BACKGROUND:  The Public Works Department is moving forward with the Porter Avenue Streetscape project which will improve this corridor including new paving and sidewalks.  The Porter and Acres Intersection project is a component of this project and is currently under construction.  Cabbiness Engineering is the engineer for the entire streetscape project (Contract K-1213-165).

 

Water lines located within this corridor are over 50 years old and have experienced failures that disrupt water service and also traffic flows for this important street corridor.  Replacement of these water lines prior to the surface improvements would ensure good infrastructure and reduce the likelihood that the surface improvements have to be removed and replaced for future water line replacement work.  The lines within the Porter and Acres Intersection project are currently being replaced in conjunction with street components and these replacements were designed by Cabbiness Engineering.

 

DISCUSSION:  Cabbiness Engineering, LLC was determined to be the best engineer to complete the design of the replacement water lines through the Porter Avenue Streetscape project area.  Their firm has completed multiple water line replacement projects and their completion of this design in combination with the streetscape will reduce conflicts for the projects since the water line replacement is anticipated to be completed prior to the streetscape improvements.

 

The water line replacement project will replace existing 6, 8, and 12-inch water lines from Robinson Street to Alameda Street, not including the lines currently being replaced from Gray Street to Hughbert Street and previously replaced at Main Street.  This includes approximately 6,500 linear feet of water line.

 

Unencumbered funds in the amount of $63,600 are available in WL Replacement: Porter Avenue, Design (Account 31996683-46201; Project WA0354). This is sufficient to fund the proposed contract of $58,100.

 

RECOMMENDATION: Staff recommends the NUA approve Contract K-2021-96 in the amount of $58,100 with Cabbiness Engineering, LLC for engineering services for the Porter Avenue Water Line Replacement Project Phase II.
