(FSB) INCREASING THE CONTRACT AMOUNT BY $920,250 FOR A REVISED CONTRACT AMOUNT OF $3,225,975 TO PROVIDE ADDITIONAL PROFESSIONAL DESIGN SERVICES FOR THE INDOOR AQUATIC AND MULTI-SPORT FACILITY AND THE SENIOR WELLNESS CENTER AND BUDGET TRANSFER BETWEEN PROJECT ACCOUNTS.

BACKGROUND: On August 27, 2019, the Norman City Council approved Contract K-1920-40 with Frankfurt-Short-Bruza Associates, P.C. (FSB) in the amount of $1,980,800 for Professional Design Services for the Norman Forward Indoor Aquatic Center, Multi-Sport Facility and the Senior Wellness Center.

 

On June 9, 2020, the Norman City Council approved Amendment Number One to Contract K-1920-40 in the amount of $324,925 for additional design work through the schematic design phase to accommodate a larger scope for the facilities, as requested through the Citizen Ad-Hoc Groups. 

 

FSB has been working with the Citizen Ad-Hoc Groups, various stakeholders, and City Staff, and has now completed the schematic design phase for all three facilities.

 

DISCUSSION: The site locations for the Indoor Multi-Sport and Aquatic facility and the Senior Wellness Center have now been established.  The Indoor Multi-Sport and Aquatic facility will be located on a 12 acre site in the University North Park development, north of the Embassy Suites Hotel and Conference Center.  The Senior Wellness Center will be located on a 4.7 acre site in the southeast corner of the Norman Regional Hospital Porter Avenue “Wellness Village” Campus.  Now that the site locations have been established, FSB can proceed with the design development and construction document phases of the design process.

 

Similar to Amendment Number One to Contract K-1920-40, FSB has submitted Amendment Number Two, which provides for additional design fees which will cover the remainder of both projects, including construction, that are needed to accommodate the increase in project scope that was identified by the Ad-Hoc groups in the conceptual stage.  The Multi-Sport and Aquatic facility design has seen significant increase from the original scope, both in the clinic space and increasing the gymnasium size to include eight basketball/volleyball courts.  It should be noted that the design fees associated with the clinic space are anticipated to be reimbursed by the Norman Regional Hospital System (NRHS) pursuant to an MOU between the City and NRHS.  As a result of City Council action appropriating CARES Act funding to the Senior Wellness Center project, that project scope has now increased to accommodate the design and construction of the entire facility, as opposed to building it in several smaller phases.

 

ADG, Inc., our Project Management Consultant, has reviewed this Amendment and agrees that it is appropriate for the work that is proposed.

 

Funds are available for this project in the NORMAN FORWARD Fund, as follows:

 

                     $684,750 in the Multi-Sport Facility, Design Account (51796601-46201, project NFB003);

                     $235,500 in the Senior Wellness Facility, Design Account (51793365-46201; project NFP108)

 

RECOMMENDATION NO. 1: Staff recommends approval of Amendment No. 2 to Contract K-1920-40 with FSB in the amount of $920,250 for design services to include Design Development, Construction Document and Construction Administration services for the Indoor Aquatic, Multi-Sport Facility and Senior Wellness Center projects.

 

RECOMMENDATION NO. 2: Staff recommends approval of a transfer of funds in the amount of $568,638 from Project NFB003, NORMAN FORWARD Multi-Sport Facility, Construction (51796601-46101) to Design (51796601-46201), and $46,524 from Project NFP108, NORMAN FORWARD Senior Wellness Facility, Construction (51793365-46101) to Design (51793365-46201).

 

When NRHS reimbursement funds are received, an appropriation to the Indoor Multi-Sport Construction Account will be submitted to City Council for approval.
