BACKGROUND: On December 2, 2020, the City of Norman Emergency Management Division was notified of an opportunity to apply for a Performance Grant provided by the Oklahoma Department of Emergency Management and Homeland Security (OKDEMHS). OKDEMHS provided one million dollars and local jurisdictions were given the opportunity to apply for a portion of the funding. This funding was an effort by OKDEMHS to provide additional reimbursement for expenses approved under federal Coronavirus Aid, Relief and Economic Security Act (CARES) regulations. The funding is on a reimbursement basis and the actual amount of funding per jurisdiction was based on the number of applicants. Given the number of applicants, the City of Norman was allocated $13,888. A notice of intent to participate in the grant was forwarded.

DISCUSSION: On December 23, 2020, the Request for Public Assistance for the grant was released. The City of Norman Emergency Management Division completed the required information and submitted it through OK EMGrants for approval. This was done by identifying previous eligible unreimbursed CARES expenditures. On January 21, 2021, the Emergency Management Division was notified by the Finance Department that the grant had been received. This funding will be allocated to Emergency Management and additional protective equipment will be purchased and provided to our preparedness partners to the extent possible with the limitations of the amount of the grant.

RECOMMENDATION: It is therefore recommended that the Grant be accepted in the amount of $13,888, receipted into the General Fund, revenue account Other Revenue/Miscellaneous ...
