AMENDMENT NO. TWO TO CONTRACT K-1617-113: BY AND BETWEEN THE NORMAN MUNICIPAL AUTHORITY AND HALFF ASSOCIATES, INC., INCREASING THE CONTRACT AMOUNT BY $132,535 FOR A REVISED CONTRACT AMOUNT OF $1,010,035 TO PROVIDE ADDITIONAL PROFESSIONAL LANDSCAPE ARCHITECTURAL SERVICES FOR THE NORMAN FORWARD REAVES PARK BASEBALL COMPLEX PROJECT.

 

Body

BACKGROUND:  On 13 October 2015, the citizens of Norman voted to fund the Norman Forward Quality of Life program with a limited term ½% sales tax increase for 15 years.  This initiative included a number of high priority projects identified in the 2014 Library Master Plan Update, the 2009 Norman Parks and Recreation Master Plan and additional projects designed to provide recreational opportunities for Norman residents.  One such project was the construction of the Reaves Park Baseball Complex.

 

On March 28, 2017, the Norman City Council approved Contract K-1617-113 with Halff Associates, Inc. in the amount of $704,500 for professional landscape architectural services for the Reaves Park Baseball Complex Project.

 

On June 9, 2020, the Norman City Council approved Amendment No. 1 to Contract K-1617-113 with Halff Associates in the amount of $173,000 to provide additional project management and meetings, as well as, additional schematic design services for the Norman Forward Reaves Baseball Complex Park Project.

 

On August 25, 2020, an election was held to consider a General Obligation (G.O.) Bond that would provide additional funding to various Norman Forward projects.  One of those projects was the Adult Softball/Youth Football Sports Facility to be located at property owned by the Norman Utilities Authority at 12th Avenue NE and Franklin Road.  Since the G.O. Bond proposition was not successful, it was determined by the various Citizen Ad Hoc Project Committees that the best way to deliver the adult softball and youth football projects envisioned in Norman Forward was to incorporate those improvements with the Reaves Park and Ruby Grant Park projects, respectively.  The Ad Hoc Committee recommendations were discussed at the City Council/Norman Municipal Authority Study Session on October 6, 2020 and again during the City Council Retreat on October 16, 2020.

 

DISCUSSION:  Halff Associates Inc. has prepared Amendment Two to Contract K-1617-113 for additional design fees of $132,535 to provide additional services for the Norman Forward Reaves Park Baseball Complex Project.  A summarized Scope of Services from Amendment Two (see attached) will provide additional project management and meetings, construction documentation, as well as, bidding and construction administration services needed to complete improvements for the baseball/softball facilities, which will include additional parking, landscape grading and drainage, trails, pedestrian walkway improvements, site lighting, and irrigation.   

 

Funds in the amount of $27,656.91 are available for this project in the NORMAN FORWARD Community Sports Park Project, Design (account 51792205-46201; project NFB006).

 

The remaining funds of $104,878.09 are available for this project in the NORMAN FORWARD Fund, Community Sports Park Project (Account 51794442-46201; NFB005).

 

RECOMMENDATION:  Staff recommends approval of Amendment No. 2 to Contract K-1617-113 with Halff Associates Inc. in the amount of $132,535 for Professional Landscape Architectural Design Services for the NORMAN FORWARD Reaves Park Baseball Complex Project.
