RESOLUTION R-2021-23: A RESOLUTION OF THE COUNCIL OF THE CITY OF NORMAN, OKLAHOMA, APPROPRIATING $7,000 FROM STATE SEIZURE ACCOUNT TO FUND THE MONTHLY PAYMENT OF MOBILE PHONES TO BE USED BY THE SPECIAL INVESTIGATIONS SECTION INVESTIGATORS FOR FISCAL YEAR 2021.

BACKGROUND: Since fiscal year 2012, the State Seizure fund has been used to provide funds for payment of the operation and use of mobile phones by the investigators in the police department’s Special Investigation Section. This year, the state seizure was not funded as in previous years, resulting in no funds being budgeted for payment of this service.
DISCUSSION: The funding of this service is critical for the general operation of this investigative unit. The investigators in this unit use these devices daily to stay in communication with other members of the unit as well as to contact and communicate with other individuals who may be part of investigations that they are conducting. A lot of the work that these investigators do is out in the community and away from traditional phone lines. The work efficiency of this unit will be severely compromised if these mobile phones are not funded.
RECOMMENDATION: It is recommended that $7,000 be appropriated from the State Seizure Fund Balance account, (25-29000), to the State Seizure / Utility Services - Telephone expenditure account, (25660235-44303).
