BACKGROUND: Over the past year, residents along the alley located one block east of Classen Boulevard between Macy Street and Emelyn Street have experienced drainage problems due to stormwater runoff flowing west from the adjacent alley. In addition to the drainage problems, the alley is in poor condition. Most of the asphalt paving has broken apart leaving a mix of broken asphalt and gravel. Based on staff's analysis, it is necessary to reconstruct the alley in order to address both the drainage and paving problems.

DISCUSSION: Bid documents and specifications for the Alley Reconstruction Project, Macy Street to Emelyn Street were advertised on June 13, 2020 and June 18, 2020 in accordance with State Law. Six (6) paving contractors submitted bids for this project on July 2, 2020.

The low bidder is Rudy Construction Company, of Oklahoma City, Oklahoma in the amount of $73,422.50. This is $8,560.00 or 10% below the Engineer's Estimate of $81,982.50. Staff has done a comparative analysis of these bids, and believes the bid to be competitive and represents a fair price. The bid tabulation is attached.

Rudy Construction Company is a responsible bidder. They have successfully completed numerous paving projects in neighboring municipalities.

This project will be funded from the following Alley Repair Program, Construction (account Org 50593369; Object 46101; Project SC0700).
