CONTRACT K-2021-22: A CONTRACT BY AND BETWEEN THE NORMAN UTILITIES AUTHORITY & DUNHAM ENGINEERING, L.L.C., IN THE AMOUNT OF $30,000 FOR DESIGN, BIDDING, CONSTRUCTION ADMINISTRATION SERVICES, AND INSPECTION FOR THE CASCADE WATER TOWER RESURFACING PROJECT.

BACKGROUND: The Norman Utilities Authority (NUA) typically budgets funds for resurfacing of water towers on a 10-year frequency. The Cascade Water Tower was originally painted in 1999 and has held up well beyond expected paint life. It is currently showing slight signs of deterioration of the outer coating and a recent inspection determined that only a partial surface recoating is necessary to return the coating to a “like new” status.
Dunham Engineering, LLC (Dunham) of Oklahoma City recently performed engineering and inspection services for paint removal and resurfacing of the Backwash Water Tower located at the Water Treatment Plant. Staff’s experience was positive and it is our intention to contract with Dunham again and forgo the request for proposal (RFP) process.
DISCUSSION: As shown in the attached contract, a lump sum amount of $30,000 has been negotiated for design, bidding, construction administration services, and inspection for resurfacing the Cascade Water Tower. Dunham performed a preliminary inspection of the water tower and developed the scope of work from their findings. Staff has reviewed the contract scope and fees and recommends award to Dunham.
The Fiscal Year Ending 2021 (FYE21) budget includes funds in the amount of $37,000 in the Cascade Water Tower, Design account (ORG 31993354, OBJECT 46201, Project WA0189) which will sufficiently fund the contract.
RECOMMENDATION: Staff recommends the NUA approve Contract K-2021-22 with Dunham Engineering, LLC in the amount of $30,000.
