CONTRACT K-2021-4:  A CONTRACT BY AND BETWEEN THE CITY OF NORMAN, OKLAHOMA, AND BOARD OF COUNTY COMMISSIONERS, CLEVELAND COUNTY, OKLAHOMA, FOR A COOPERATIVE INTERLOCAL AGREEMENT FOR THE MAINTENANCE, CONSTRUCTION, AND REPAIR OF SECTION LINE ROADS WITHIN THE CITY OF NORMAN FROM JULY 1, 2020, THROUGH JUNE 30, 2021.

BACKGROUND: Contract K-2021-4 is an Interlocal Agreement between the City of Norman and the Board of Cleveland County Commissioners whereby cooperative roadway maintenance and construction activities are performed in the City of Norman.  The Board of Cleveland County Commissioners has sent the agreement for approval in their next meeting; this is a continuation of previous agreements.  Cleveland County District No. 1, Commissioner Rod Cleveland, provides assistance in rural west Norman; District No. 2, Commissioner Darry Stacy, provides assistance in rural east Norman; and District No. 3, Commissioner Harold Haralson provides assistance in rural south Norman adjacent to the City of Noble.

 

DISCUSSION: The County performs grading and graveling on approximately 10 miles of unpaved rural section line roads within the City of Norman.  The County also provides labor and equipment to reconstruct and pave rural and urban roads. This agreement is a pivotal element in the City’s 2016 Street Maintenance Bond Program for rural roads. By combining resources with Cleveland County, the City is able to improve considerably more miles of rural roads.

 

RECOMMENDATION: Staff recommends approval of Contract K-2021-4
