RESOLUTION R-2021-12:  A RESOLUTION OF THE COUNCIL OF THE CITY OF NORMAN, OKLAHOMA, APPROVING THE JUNE 28, 2018, WEIGHTED VOTING AMENDMENT TO THE AGREEMENT CREATING THE 9-1-1 ASSOCIATION OF CENTRAL OKLAHOMA GOVERNMENTS (ACOG).

INFORMATION:  Amendments to the current Agreement creating the 9-1-1 Association of Central Oklahoma Governments (ACOG) require a majority vote of the quorum of the Board of Directors at any meeting, ratification by resolution from the majority of the member governments, and approval of the Attorney General of Oklahoma.  The oversight of not pursuing member ratification of the recent weighted voting amendment to the 1988 agreement means that this important step needs to be taken in order to legally complete the required amendment process. 

 

The previous weighted vote was based on the number of landlines located in each local government, which continues to decrease as more people switch to cell phones exclusively.

 

The new weighted vote that was approved by the Board on May 28, 2020, weighs all Board members the same based on population.  This resolution is presented to City Council for their consideration.
