CONTRACT K-1920-117: A CONTRACT BY AND BETWEEN THE CITY OF NORMAN, OKLAHOMA, AND THE LITTLE AXE YOUTH SPORTS ASSOCIATION FOR THE USE OF THE LITTLE AXE BASEBALL/SOFTBALL COMPLEX FOR THE PARKS AND RECREATION DEPARTMENT FOR A PERIOD UP TO FIVE YEARS.

BACKGROUND: The Little Axe Youth Sports Association. (LAYS) has successfully facilitated both youth baseball and youth softball programs at Little Axe Park since 2001. City Council last approved Contract K-1617-111 with LAYS for three years on March 28, 2017.
DISCUSSION: The LAYS youth baseball and softball programs has been successfully operating leagues and tournaments for the Little Axe community for almost 20 years.
Contract K-1920-117 provides that LAYS will pay $1.00 per year for use of the ball fields on park property; all electrical costs associated with the use of the facility; and shall be responsible for all grounds maintenance of the facility at its own expense. The lease term is one year, with automatic renewals of up to four successive terms. The association agrees to hold the City harmless from all claims except those caused by negligence of the City and to provide concession operations for all league and tournament games. The Association also agrees to provide a detailed annual report to the Board of Park Commissioners which will include revenue and expenditure information for all activities offered by the Association.
RECOMMENDATION: It is recommended that City Council approve Contract K-1920-117 with the Little Axe Youth Sports Association for use of the Little Axe Park Ballfields for the Parks and Recreation Department for a period of up to five years.
