AMENDMENT NO. ONE TO CONTRACT K-1920-15: BY AND BETWEEN THE NORMAN UTILITIES AUTHORITY AND STUDIO ARCHITECTURE INCREASING THE CONTRACT AMOUNT BY $15,000 FOR A REVISED CONTRACT AMOUNT OF $221,700 FOR DESIGN, BIDDING, CONSTRUCTION ADMINISTRATION, AND AS-BUILT SERVICES FOR THE SANITATION TRUCK WASH, THE SANITATION CONTAINER MAINTENANCE, AND THE HOUSEHOLD HAZARDOUS WASTE FACILITIES.

BACKGROUND: Contract K-1920-15 was awarded to Studio Architecture on July 9, 2019 in the amount of $206,700 to proceed with the design, bidding, construction administration, and as-built services for the project. Under this contract, a new truck wash facility, a new container maintenance facility, and a new household hazardous waste facility were to be designed to allow for the Sanitation and Environmental Services Divisions to more efficiently accomplish their mission. Both the truck wash and container maintenance facilities had design and construction budgeted for fiscal year 2018-2019 (FYE 2019). The household hazardous waste facility will utilize funds currently allocated for the Material Recovery Facility which had design and construction in FYE 2019. However, pursuant to the City taking over the public transit system in Norman and the proposed wash facility, the truck wash facility under this contract has been put on hold. The container maintenance facility and household hazardous waste facility are still moving forward.
The new container maintenance facility will be designed to provide a safe, efficient building to allow for welding and painting of solid waste dumpsters and containers. The current facilities are inadequate and don't meet industry standards for welding and painting operations. The proposed facility will be located north of the Water Reclamation Facility.
