BACKGROUND: The City of Norman receives Community Development Block Grant (CDBG) entitlement funds from the federal Housing and Urban Development Department (HUD) each year based on a formula. The CDBG program works to ensure decent affordable housing, to provide services to the most vulnerable in our community, and to create jobs through the expansion and retention of businesses.

For numerous years, the City of Norman allocated CDBG funds for low income bus passes. Until July 1, 2019, the University of Oklahoma (OU) Cleveland Area Rapid Transit (CART) was the transit operator and administered the program, sending monthly invoices for reimbursement to the City for the low income passes. On average, 5,000 bus passes were provided each year to qualified low income citizens of Norman.

Beginning July 1, 2019 the City of Norman officially became the operator of transit in Norman. To ensure the successful transition of operations, CART, through a contract with the City, continued the transit operations as a contractor. Ultimately, the operations were transitioned to the City's new contractor, EMBARK, on August 5 for fixed-route service and October 1 for paratransit service.

With its contract with the City, CART continued to administer the low income bus pass program through September 2019. A check has been received from CDBG for those passes issued between July and September 2019 in the amount of $7,042.


DISCUSSION: The Public Works Admin/Transit Division is requesting that the aforementioned funds be recorded in the Public Transit Other Revenue/Miscellaneous Account, and then appropriated to be used for public transit expenses.
