BACKGROUND: On May 22, 2019, the Governor of Oklahoma designated the City to be the direct recipient of federal funds to be used for the provision of public transportation services effective upon the date the Federal Transit Administration (FTA) formally approves the City eligible to receive such federal funds. On June 20, 2019, the FTA formally designated the City to be the direct recipient of such federal public transportation funds.

Beginning July 1, 2019, the City of Norman officially became the operator of transit in Norman. This included fixed-route public transit and the federally mandated complementary Americans with Disabilities Act (ADA) paratransit service. After operating the paratransit service for several months, the City and EMBARK have identified a need to acquire additional vehicles to ensure a reasonable balance between meeting daily demand and providing acceptable fleet maintenance.

DISCUSSION: The Central Oklahoma Transportation and Parking Authority d/b/a EMBARK, an FTA grantee and the City's contracted transit operator, has a paratransit vehicle that has reached its useful life as set by FTA and is ready for disposal. City of Norman Public Works Fleet Division has inspected the vehicle and believes it to be serviceable while the City works to replace vehicles over the coming years.
