ONE TO CONTRACT K-1819-148: BY AND BETWEEN THE NORMAN UTILITIES AUTHORITY AND SOUTHWEST WATER WORKS, L.L.C., INCREASING THE CONTRACT AMOUNT BY $16,034.21 FOR A REVISED CONTRACT AMOUNT OF $844,146.21 FOR THE PARSON ADDITION WATER LINE PROJECT, AND FINAL ACCEPTANCE OF THE PROJECT.

BACKGROUND: The Parsons Addition Waterline (WL) Phase I Replacement project, located west of the University of Oklahoma campus, will replace approximately 4,500 linear feet (LF) of 4-inch and 6-inch cast iron water line with 8-inch polyvinyl chloride (PVC) water line. Additional fire hydrants will be added as part of the project as well as new water meters. The project extent is along Flood and Lahoma from Lindsey to Brooks; and along Brooks and Parsons from Flood to Chautauqua as shown on project map.

 

On December 11, 2018, the NUA approved an engineering contract with Cabbiness Engineering (Cabbiness) for the project.  Cabbiness prepared a technical design memo describing the complexities of the project in an established neighborhood with large trees lining the streets. An important design question was whether to install new water lines under the sidewalks and provide new sidewalks or install water lines within the street and minimize damage to large trees.

 

On April 10, 2019, staff and Cabbiness met with the affected residents at McKinley Elementary School. The majority of those in attendance asked that the replacement water lines be installed within the street and not under the sidewalk.  The consensus was that even though new sidewalks would be beneficial, there was significant concern regarding damage to tree roots and the resulting effect on the existing tree canopy.

 

On June 25, 2019, the NUA approved Contract K-1819-148 for $828,112 with Southwest Water Works, L.L.C. for the construction of Parsons Addition Water Line Project, Phase I.

 

DISCUSSION:  Proposed final Change Order No. 1 will reconcile “as-bid” to “as-built” quantities and incorporate unanticipated items of new work. As shown in the change order, the overall project cost will increase by a total of $16,034.21 or approximately 1.9% over the original contract amount.

 

As detailed in the change order, the reconciliation of “as-bid” to “as-built” quantities increased the contract amount by $2,515.19. In addition, there were unanticipated items negotiated while the project progressed and totaled $13,519.02 which are described below:

 

1.                     Additional labor and equipment to install two transition sleeves to connect to the existing water line at two locations. The existing water line had a larger outside diameter than the anticipated 6-inch solid sleeve that was bid.  This work increased the contract by $4,134.06.

2.                     Eight meters and boxes located within the sidewalk along Flood were relocated outside of the sidewalk.  These meters were grouped and reconfigured within three (3) traffic-rated meter cans. This work increased the contract amount by $2,112.30.

3.                     An additional strip of asphalt overlay was needed due to poor condition of Flood Avenue between Brooks and Parsons. Bid item included full depth replacement of asphalt roadway while a few areas along Flood only needed an asphalt overlay. This work increased the contract amount by $750.

4.                     A defective storm sewer manhole ring and cover needed replacement as crews repaired the roadway around it.  This work increased the contract amount by $1,558.25.

5.                     Additional labor and equipment to reconnect fire line at Brooks Avenue and Chautauqua. This bid item to make reconnection for the fire line was not identified in initial bid documents.  This work increased the contract amount by $4,964.41.

 

Our consultant, Cabbiness Engineering has verified the final Change Order #1 in the amount of $16,034.21 and recommends final payment. Funds in the amount of $16,094.07 are available in Construction (Project WA0195, Account Org 31993360, Object 46101) to fund this change order.   

 

RECOMMENDATION:  It is recommended that the Norman Utilities Authority approve Final Change Order No. 1 to Contract K-1819-148 with Southwest Water Works, L.L.C. increasing the contract amount by $16,034.21 for a revised contract amount of $844,146.21. It is recommended that the Norman Utilities Authority, accept the Parsons Addition Waterline Phase 1 Project, and authorize final payment in the amount of $59,467.88 to the contractor.
