BACKGROUND: The City's Traffic Control Division maintains more than 170 traffic signals citywide using $105,291 in the Division's operating budget (approximately $620 per signalized intersection per year). These funds are used for the purchase of replacement traffic signal system components needed for the safe and efficient operation of our traffic signals.

On or about August 27, 2019, damage was sustained to the traffic signal and battery back-up cabinets located near the OnCue construction site on Classen Boulevard at State Highway 9. Elevation changes made to the site by Tri-City Construction, a contractor working for OnCue created a situation where water was able to pool around and inside both cabinets compromising the electronics of both. The signal contractor, Traffic Signals, Inc., for the OnCue project has submitted full payment in the amount of $12,860.37 for the damages which was deposited into the Refunds/Reimbursements Risk Management account.

DISCUSSION: The continuing rise in the number of traffic collisions result in damage to traffic control equipment and depletes the City's inventory of spare units. Replacement units are necessary in order to address future emergency situations. The traffic signal and battery backup cabinets at this intersection were replaced as part of another, larger project in 2017. At the time damage was discovered, the Division only had older, used cabinets to keep the intersection operating. This equipment is needed to serve as replacements for other emergency situations.
