BACKGROUND: Over the past several years, residents along West Hughbert Street and North Jones Avenue in the Jones Addition have experienced flooding and property damage due to a lack of adequate drainage along West Hughbert Street. Staff has worked closely with the residents to evaluate the problem and to develop a solution. On February 12, 2019, using the Contract for On-Call Engineering Services with Cardinal Engineering, Contract K-0910-62. Cardinal Engineering was authorized to prepare a final design, bid documents, and easement documents for this project at a cost of $12,000. In order to adequately address the flooding in this area, it is necessary to install a grass swale, new stormwater pipe and additional stormwater inlets (see attached drawing). In order to install public stormwater infrastructure of this nature, a permanent drainage easement is necessary on the property located at 115 West Hughbert Street (see attached location map). The property owners have donated a public drainage easement for the stormwater infrastructure that will be located between 115 West Hughbert Street and 702 and 704 North Jones Avenue.

If Council accepts the easement, a bid opening for the stormwater pipeline construction will take place in February 2020. Construction of these improvements is anticipated to begin in March 2020, weather permitting.

DISCUSSION: City staff prepared an easement for the previously mentioned parcel of land and requested the owner (Norman Housing Authority) to consider donating it to the City. Norman Housing Authority has agreed to donate the public drainage easement to the City. The City Attorney's Office has reviewed the easement as to form.
