AUTHORIZATION FOR EXPENDITURE NO. TWO UNDER CONTRACT K-1314-102 BY AND BETWEEN THE CITY OF NORMAN, OKLAHOMA, AND SMITH ROBERTS LAND SERVICES, INC., IN AN AMOUNT NOT-TO-EXCEED $65,230 TO PROVIDE RIGHT-OF-WAY ACQUISITION SERVICES UNDER AN ON-CALL CONTRACT FOR THE PORTER AVENUE AND ACRES STREET INTERSECTION BOND PROJECT.

 

Body

BACKGROUND:  On February 26, 2013, City Council approved engineering services Contract K-1213-165 with the engineering firm of Cabbiness Engineering, L.L.C., in the amount of $55,300.00, to provide a conceptual design for the Porter Avenue and Acres Street Intersection Bond Project.

 

On November 25, 2014, the Norman City Council approved Programming Resolution R-1415-54, for the Porter Avenue and Acres Street Intersection Bond Project. 

 

On July 11, 2017, City Council approved Amendment No. One to engineering services Contract K-1213-165 with the engineering firm of Cabbiness Engineering, L.L.C., in the amount of $160,000 to provide final design for the Porter Avenue and Acres Street Intersection Bond Project.

 

On April 2, 2019, the citizens of Norman voted in favor of a Bond Issue to finance the local share of nineteen transportation improvement projects. One of the nineteen 2019 bond projects is the Porter Avenue and Acres Street Intersection Bond Project.  Please see the attached location map showing the project boundaries.

 

Proposed improvements for the Porter Avenue and Acres Street Intersection Bond Project include:

 

                     Revised geometry of the intersection to enhance traffic operations and pedestrian safety

                     New traffic signals with ADA compliant ramps and crossings.

                     New storm water structures meeting current City of Norman codes and ordinances

                     Dedicated left turn lanes to enhance traffic operations

                     Reconfigured access from Daws Street to accommodate intersection improvements at Porter and Acres

                     Utility relocations as needed to accommodate intersection improvements

                     New ADA compliant pedestrian sidewalks adjacent to the roadway

 

DISCUSSION:  Porter Avenue and Acres Street Intersection Bond Project is anticipated to need right-of-way from seven (7) different parcels to construct the intersection improvements. 

 

The City of Norman has three (3) on-call right-of-way consultants to choose from for these services.  Staff selected Smith-Roberts Land Services (SRLS) for the Porter Avenue and Acres Street Intersection Bond Project due to their experience on similar projects. 

 

With the purchase amount of these services valued above $25,000, City Council approval of this authorization of expenditure is required. The City’s On-Call contracts are renewed every three years using a qualifications-based selection (QBS) process.     

 

If approved, funding for these land acquisition services will be allocated from the Porter Avenue and Acres Street Intersection Bond Project right-of-way account (Account 050-9419-431.60-01, Project BP0416). 

 

For land acquisition of this nature, City policy requires compliance with the Federal Acquisition and Relocation Act. Property owners are provided ample opportunities to negotiate the sale of land to be used for public right-of-way. Property owners may donate the property or they may be compensated for fair-market value. Council must approve and accept all land and easement dedications.

 

Construction of Porter Avenue and Acres Street Intersection Bond Project is anticipated to begin in FYE 2020.

 

RECOMMENDATION:  Staff recommends approval of Authorization for Expenditure No. Two, under Contract K-1314-102 with Smith-Roberts Land Services, Inc., in an amount not-to-exceed $65,230 to provide acquisition services under an on-call contract utilizing funds from the Porter Avenue and Acres Street Intersection Bond Project (Account 050-9419-431.60-01, Project BP0416).
