BACKGROUND: During the summer of 2017, Markwell Paving Company, Inc. completed a resurfacing project on segments of Constitution Street, Imhoff Road and Lindsey Street under Oklahoma Department of Transportation (ODOT) Project STP-214C(004)AG, J/P No. 28903(04). This project received 80% federal funding for construction from the Federal Highway Administration (FHWA) through grants from the Association of Central Oklahoma Governments (ACOG). Since federal funds were used, ODOT administered this contract.

Improvements for the roadway project included:

Constitution Street- Jenkins Avenue to Oak Tree Avenue
* 2" asphalt pavement mill and 2" asphalt overlay
* Pavement deep patching as needed
* ADA sidewalk ramp improvements
* New pavement markings

Imhoff Road- east of Classen Boulevard to west of 24th Avenue SE
* 1 1/4" asphalt pavement mill and 1 1/4" asphalt overlay
* Pavement deep patching as needed
* New pavement markings

Lindsey Street- Pickard Avenue to west of Jenkins Avenue
* 2" asphalt pavement mill and 2" asphalt overlay
* Pavement deep patching as needed
* ADA sidewalk ramp improvements
* New 4' sidewalk on the north side of Lindsey Street between Pickard Avenue and Elm Avenue
* New pavement markings
* Video detection system for existing traffic signals at Lindsey Street/Flood Avenue and Lindsey Street/Chautauqua Avenue intersections.

DISCUSSION: The 20% local share paid to ODOT in 2017 under Contract K-1617-64 in the amount of $300,000 was based on a $1,500,000 estimate that included construction and construction management. ODOT has now completed their audit and determined that the final local share amount was $209,710.25, which resulted in a refund to the City in the amount of $90,289.75.
