BACKGROUND: On April 18, 2019, bids were opened for Water Treatment Plant Residuals Hauling (Bid Number 1819-68). Residuals hauling operations will be utilized throughout the fiscal year as needed based on the price structure in the winning bid. Staff anticipates residual amounts to increase due to an existing contract with Midwest City and Del City to allow Norman to use more than the normal lake allocation, for a fee. Average residuals produced per year are approximately 35,500 cubic yards and clay lining is approximately 3,000 cubic yards per year. Bids were selected based on these two unit prices since they are the majority of the annual $253,830 budget.

DISCUSSION: Bid 1819-68 - Residuals Hauling specifications were sent to three (3) vendors and two (2) bids were received. Staff established a quantity to be hauled based on past years for selecting the winning bid. Meyer Dirt Work, LLC submitted the lowest and best bid meeting all specifications in the following amounts:

* Item 1 - $4.81/cubic yard,
* Item 2 - no bid,
* Item 3 - $100/hour,
* Item 4 - $100/hour,
* Item 5 - $10.83/ cubic yard,
* Item 6 - $16/ cubic yard,
* Item 7 - $10/ cubic yard
* Item 8 - $16/ cubic yard.

With the listed quantity, Meyer Dirt Work, LLC was low at $203,245 followed by Chandler Dozer Service at $255,000. If the lowest bidder is not able to fulfill the terms of the contract, it will be awarded to the next lowest bidder.

The budget is $253,830 and the lowest bid is within the expected cost. This is an increase in cost based on the price per cubic yard cost in the contract.
