RESOLUTION R-1819-120: A RESOLUTION OF THE COUNCIL OF THE CITY OF NORMAN, OKLAHOMA ESTABLISHING PROCEDURES ALLOWING BUILDING PERMIT FEES CHARGED PURSUANT TO SECTION 5-104 OF THE NORMAN CITY CODE TO BE ADJUSTED AND SATISFIED AS AN INCENTIVE FOR RESIDENTIAL HOMES ACHIEVING CERTAIN HOME ENERGY RATING SYSTEM (HERS)/ ENERGY RATING INDEX (ERI) SCORES, AND CONTINUING THE PILOT PROGRAM ESTABLISHED IN RESOLUTION R-1718-117 THROUGH DECEMBER 31, 2019.

BACKGROUND: On May 22, 2018, Council approved Resolution R-1718-117 that established an incentive program to adjust the building permit fees for homes achieving a Home Energy Rating System (HERS)/ Energy Rating Index (ERI) of 65 or below. The Resolution established this fee adjustment on a pilot program basis that began on July 1, 2018, and was initially scheduled to end on December 31, 2018. (Resolution R-1718-117 attached to this item). Resolution R-1819-61 was approved by City Council on January 8, 2019, to extend the pilot program until June 30, 2019.
DISCUSSION: To date, 94 homes have applied for the program and are currently under construction. From July 1, 2018 - June 17, 2019, 373 single family homes applied for building permit. This translates to approximately 25% of the new homes being constructed applying for the pilot program.
To date, seven (7) homes currently in the program are finished with construction. Due to the limited number of homes completed, staff has yet to acquire the full information that would allow us to inform the Council of the actual program cost (i.e. building permit fees adjusted) and the average HERS/ERI rating of the homes being built. In an effort to allow for the completed construction of the homes to gather information to help the Council make a decision about making the program permanent (i.e. Ordinance amendments), staff is proposing a Resolution for Council approval that would continue the pilot program through December 31, 2019.
