BACKGROUND: This item is a final plat for Indian Hills Industrial Addition and is generally located on the north side of Indian Hills Road between I-35 and BNSF railroad. This final plat consists of one (1) industrial lot with a detention facility on 3.448 acres.

City Council, at its meeting of November 28, 2017, adopted Ordinance No. O-1718-11 placing this property in the I-1, Light Industrial District. At its same meeting, City Council approved the preliminary plat for Indian Hills Industrial Addition.

The City Development Committee, on June 4, 2019, approved the program of public improvements, site plan and the final plat for Indian Hills Industrial Addition and submitted the final plat to City Council including the deferral of street paving and sidewalks in connection with Indian Hills Road.

DISCUSSION: Construction plans have been reviewed for the required public improvements for this property. These improvements consist of water mains with fire hydrants and a privately maintained detention facility.

Approximately 140-feet of Indian Hills Road will be required to be constructed to City standards as a half-width arterial street. Section 19-602 B 1.2. (a)(b)(c) and (d) of the City Code establishes a method of deferring public street improvements under the following situations: (a) where incompatible grades exist; (b) where there are inadequate or a lack of connecting facilities; (c) where construction of the improvement would not immediately function for its intended use; or (d) where such improvement would be replaced by a planned future project.
