CONTRACT K-1819-145: AN ENCROACHMENT AGREEMENT BY AND BETWEEN THE NORMAN UTILITIES AUTHORITY AND SOUTHERN STAR CENTRAL GAS PIPELINE, INC. ASSOCIATED WITH THE ROBINSON WATER LINE PROJECT FROM THE WATER TREATMENT PLANT TO 24TH AVENUE N.E.

 

Body

 BACKGROUND:  This water line project leading from the Water Treatment Plant (WTP) will replace approximately 2,100 lineal feet (LF) of 30-inch ductile iron water line with a new 42-inch water line from the WTP to 24th Ave NE along Robinson.  A concrete valve vault will be installed at each end of the project where the connection points are made.  This project is being expedited to coordinate with the ongoing Public Works 24th NE Street widening project, which will reconstruct the intersection of 24th NE and Robinson. 

DISCUSSION:  As part of this project, three water lines will need to cross under a high-pressure natural gas pipeline owned by Southern Star Central Gas Pipeline, Incorporated (Southern Star), which pipeline was in place pursuant to Southern Star’s easement from the State of Oklahoma.  The existing gas line runs north and south across Department of Mental Health land, west of the WTP.  The three Norman Utility Authority (NUA) water lines run east and west and will need to cross under the gas pipeline.  The water lines are 42-inch, 30-inch and 6-inch in diameter.  This Encroachment Agreement addresses the interplay between the NUA’s water line and Southern Star’s pipeline where the facilities cross, and as depicted in the exhibits to the Agreement. 

 

City staff worked closely with our Legal Department and recommends execution of the attached Encroachment Agreement.  There are no fees associated with this Agreement.   

 

RECOMMENDATION:  Staff recommends the NUA approve the Encroachment Agreement, Contract K-1819-145, with Southern Star Central Gas Pipeline, Inc.
