CONSIDERATION OF AWARDING BID 1819-63, APPROVAL OF CONTRACT K-1819-127 WITH PARATHON CONSTRUCTION, L.L.C., IN THE AMOUNT OF $360,380; PERFORMANCE BOND B-1819-84, STATUTORY BOND B-1819-85, AND MAINTENANCE BOND MB-1819-64 FOR THE STREET MAINTENANCE BOND RECONSTRUCTION PROJECT FROM THE 2700 BLOCK OF WALNUT ROAD TO IMHOFF ROAD AND RESOLUTION R-1819-94 GRANTING TAX EXEMPT STATUS..

 

Body

BACKGROUND: In the Norman General Obligation Bond Election of 2016, voters approved the Street Maintenance Bond Program, a 5-year, 4-phase program to address maintenance needs on neighborhood streets. The four categories include (1) Urban Asphalt Streets Rehabilitation, (2) Urban Concrete Streets Rehabilitation, (3) Urban Roads Reconstruction and (4) Rural Road Rehabilitation.  Prior to the election, the City provided a list of all streets included in the program based upon the pavement condition data from the City’s current Pavement Management System. The following is the list of reconstruction projects included in the 2016 GOB Election:

 

2017                     Lahoma Street - Gray Street to Nebraska Street

2018                     Lahoma Street - Nebraska Street to Hughbert Street

2019                     Walnut Road - South 2700 Block to Imhoff Road

2020                     McCall Drive - Chautauqua Avenue to Pickard Avenue

2021                     Pickard Street - Kansas Street to Acres Street

 

Walnut Road is located in an established residential neighborhood.  The current roadway is constructed of concrete pavement with curb and gutter.  The concrete pavement is in bad shape and the substructure has failed in several locations along the 0.25 lane-mile stretch of the roadway. The reconstruction project involves removal of the existing pavement and curb and gutter, stabilizing the subgrade and placing new concrete pavement and ADA compliant driveways.

 

DISCUSSION: Bid documents and specifications for the Walnut Road from S. 2700 BLK to Imhoff Road were advertised on March 14, 2019 and March 21, 2019 in accordance with State Law.    Two (2) bids were received on April, 4, 2019.

 

The low bidder is Parathon Construction, LLC of Edmond, Oklahoma in the amount of $360,380.  This is $75,811.00 or 17.4% below the Engineer’s Estimate of $436,191.  Staff has done a comparative analysis of these bids and believes the bid to be competitive and represents a fair price.  The bid tabulation is attached.

 

This project will be funded from BP0413 Road Reconstruction, Construction (account 050-9385-431.61-01; project BP0413). 

 

If approved, construction of Walnut Road from S. 2700 BLK to Imhoff Road will begin in June, 2019.  The construction time for this project is 180 days with an estimated completion of December 2019. 

 

RECOMMENDATION NO 1: Staff has reviewed the bids and recommends Bid 1819-63 for Walnut Road from S. 2700 BLK to Imhoff  Road Roadway Improvements be awarded to the low bidder, Parathon Construction, LLC of Edmond, Oklahoma, for $360,380.

 

RECOMMENDATION NO 2: Staff further recommends that, upon approval of Bid No. 1819-63, the following contract and bonds be approved:

 

Contract K-1819-127

Performance Bond B-1819-84

Statutory Bond B-1819-85

Maintenance Bond MB-1819-64

 

RECOMMENDATION NO 3: Staff further recommends that, upon approval of Bid 1819-63, Parathon Construction, LLC be authorized and appointed as Project Agent via Resolution R-1819-94.
