AMENDMENT NO. ONE TO CONTRACT K-1314-127: BY AND BETWEEN THE CITY OF NORMAN, OKLAHOMA, AND FREESE AND NICHOLS, INC., INCREASING THE CONTRACT AMOUNT BY $160,000 FOR A REVISED CONTRACT AMOUNT OF $363,400 TO PROVIDE ADDITIONAL ENGINEERING DESIGN SERVICES FOR THE EAST INTERSTATE DRIVE PROJECT FROM MAIN STREET TO ROBINSON STREET.

BACKGROUND: On May 27, 2014, the City Council approved contract K-1314-127 with Freese and Nichols for the engineering design of the widening of Rock Creek Road from Grandview Avenue to 36th Avenue NW. The engineering design services contract for the Rock Creek Road Project was written in a “Cost Not to Exceed” format in the amount of $203,400. The contract services include:
• Surveying
• Geotechnical Study
• Feasibility Study
• Hydraulic Study and Drainage Design
• Preliminary Design
• Final Design
• Public Meetings and Project Team Meetings
• As-Built Drawings
The City’s FYE 2019 Street Maintenance Capital Improvement Program includes a project to mill and repave East Interstate Drive from Main Street to Robinson Street. East Interstate Drive has an Annual Average Daily Traffic (AADT) count of 2,680. East Interstate Drive, also known as “Mile of Cars”, has several auto dealerships and other businesses located throughout the corridor.
DISCUSSION: Site investigations and inspections of East Interstate Drive from Main Street to Robinson Street revealed that the substructure has failed in several locations, and several potholes have developed over time. This is mainly due to the high heavy traffic volume and some drainage issues. Mill and repave will not correct the problems identified. To effectively address these problems, East Interstate Drive will have to be re-designed and re-constructed, instead of milling and repaving.
On December 11, 2018, the City Council approved the close-out of the 2010 Street Maintenance Bond Program. The Council also approved the transfer of $1,104,154 of the remaining fund balance to Road Reconstruction-Bond, Construction (050-9385-431.61-01; project BP0415). The additional funds are needed to re-design and re-construct East Interstate Drive as needed.
The design of East Interstate Drive will include services similar to the Rock Creek Road Project:

• Construction Services
• As-Built Drawings
These design services are similar to that of the Rock Creek Road widening project design contract K-1314-127 with Freese and Nichols. Contract K-1314-127 with Freese and Nichols is proposed to be amended to include the design for East Interstate Drive. The cost for the design services for East Interstate Drive is not to exceed $160,000.
RECOMMENDATION NO. 1: Staff Recommends a transfer of $160,000 from E. Interstate Drive: Main-Robinson, Materials account (account 050-9692-431.63-01, project SC0648), to the East Interstate Drive Paygo, Design account (050-9552-431.62-01; project TC0276).
RECOMMENDATION NO. 2: Staff recommends approval of Amendment No. 1 to Contract K-1314-127 with Freese and Nichols, Inc. in the amount of $160,000 for the design of the East Interstate Drive Reconstruction Project - Main Street to Robinson Street. The amended contract amount will be $363,400.
