CONTRACT K-1819-73:  A CONTRACT BY AND BETWEEN THE NORMAN UTILITIES AUTHORITY AND CP&Y, INC., IN THE AMOUNT OF $311,000 TO PROVIDE ENGINEERING SERVICES RELATED TO SURVEY, DESIGN, BIDDING AND CONSTRUCTION MANAGEMENT OF THE FLOOD AVENUE WATER LINE REPLACEMENT FROM ROBINSON STREET TO VENTURE DRIVE AND PROJECT TRANSFER.

BACKGROUND:  The Flood Waterline Replacement - Rock Creek Road to Venture Avenue project (WA0328) will replace failing Ductile Iron Pipe (DIP) waterline with C-900 polyvinyl chloride (PVC) waterline (WL). The existing DIP pipe is not compatible with our acidic clay soils and is failing, causing water outages, water loss and excessive maintenance demands. The project includes 12,700 feet of 16-inch WL from Rock Creek Road to Tecumseh Road along with 2,900 feet of 12-inch WL from Tecumseh Road to Venture Drive.

 

However, as a part of the proposed Fiscal Year Ending 2020 (FYE20) capital improvement budget, staff has proposed expanding the project scope to also include 5,700 feet of 16-inch WL from Robinson Street to Rock Creek Road. The increased design scope will achieve some economies of scale and allow better coordination between this project and the proposed extension of James Garner Avenue from the new library to its proposed point of connection just north of the Robinson Water Tower. Thus, the revised contract scope includes 12,700 feet of 16-inch water line and 2,900 feet of 12-inch WL. The waterline replacement project may still be constructed in phases depending on available construction funding.

 

DISCUSSION:  On June 12, 2018, Request for Proposal (RFP) 1819-05 was distributed to consultants. On August 19, 2018, the review team selected CP&Y, Inc. of Oklahoma City as most qualified for the project.  Proposed Contract K-1819-73 provides design, survey, bidding and limited construction management services for the Flood Waterline Replacement project. As noted in Attachment A to the contract, it is expected that final design will be complete in approximately nine (9) months. Thus, bidding should occur in early 2020 and be followed by construction of the improvements.

 

The project work scope is detailed in Attachment B to the contract. NUA and CP&Y staff will coordinate design of this project with Public Works Department in regard to their design of the Tecumseh Road/Flood Avenue intersection improvements and the James Garner Avenue extension improvements.  The construction of 15,600 feet of waterline is estimated to consume 270 to 300 days; thus, construction should be complete in late 2020.

 

Lastly, staff has negotiated a proposed lump sum contract amount of $311,000 as detailed in Attachment C to Contract K-1819-73; staff believes the negotiated contract amount is fair and reasonable and recommends approval of the contract.

 

The FYE19 budget includes an unencumbered balance of $250,000 in Flood WL Replacement, Design (account 031-9360-462.62-01; project WA0328). Due to the expanded design scope (the addition of 5,700 feet of 16-inch WL from Robinson Street to Rock Creek Road), it is necessary to transfer $61,000 from Flood WL Replacement, Land (account 031-9360-462.60-01) into Design (account 031-9360-462.62-01) for a total of $311,000 which is sufficient to fund the proposed contract.

 

RECOMMENDATION: Staff recommends the NUA approve transfer of $61,000 from Flood WL Replacement (WA0328) Land account (031-9360-462.60-01) into Flood WL Replacement Design (account 031-9360-462.62-01). Additionally, staff recommends the NUA approve Contract K-1819-73 in the amount of $311,000 with CP&Y, Inc. for design of the Flood WL Replacement - Robinson Street to Venture Drive.
