BACKGROUND: The Interstate Drive Waterline (WL) Replacement: project (WA0245) will replace deteriorated Ductile Iron Pipe (DIP) with C900 Polyvinyl Chloride (PVC) pipe. The existing DIP is not compatible with our acidic clay soils and is failing, causing water outages, water loss and excessive maintenance demands. The project includes about 7,500 feet (1.25 miles) of new 12" pipe located along Interstate Drive (west side of I-35) from near Northwest Boulevard, south to near River Oaks Drive, along Copperfield Drive from Northwest Boulevard south to Interstate Drive, and an extension west into Springbrook Addition. See attached map.

DISCUSSION: On June 12, 2018, Request for Proposal RFP-1819-05 was distributed to consultants. On August 19, 2018, the review team selected Cardinal Engineering, LLC of Norman as the most qualified consultant for the project. Proposed Contract K-1819-72 will authorize design, bidding and limited construction management services for the project.

As shown in the proposed project schedule, Attachment A to the contract, final design should be complete in about six (6) months, with bidding expected Fall 2019. Construction is estimated at six (6) months, and should be complete by Spring of 2020. The proposed work scope is detailed in Attachment B, while Attachment C provides the proposed compensation for the contract. Staff believes the proposed lump sum contract for $90,400 is fair and reasonable and recommends approval of the contract.

The current year budget includes an unencumbered balance of $145,000 in Interstate Drive WL Replacement, Design (account 031-9360-462.62-01; project WA0245), which is sufficient to fund the contract.
