EASEMENT E-1819-69: CONSIDERATION OF ACCEPTANCE OF PERMANENT PUBLIC UTILITY EASEMENT DONATED BY THE BOARD OF REGENTS OF THE UNIVERSITY OF OKLAHOMA FOR THE SEGMENT D WATER LINE PROJECT ALONG TIMBERDELL ROAD BETWEEN CHAUTAUQUA AVENUE AND JENKINS AVENUE.

BACKGROUND: On January 12, 2017 the Norman Utilities Authority (NUA) approved Contract K-1617-93 authorizing Poe and Associates to proceed with survey, design, and construction management services for the Segment D Waterline Project, Phase 4, otherwise known as the Chautauqua Avenue Waterline. The first phase of this project extended along Chautauqua Avenue from Lindsey Street to Timberdell Road. It consisted of installing 2,600 linear feet (LF) of 24-inch water line under the southbound lane of Chautauqua Avenue. The University of Oklahoma (OU) participated in the project with funds to include their 16-inch water line to be installed in parallel with the NUA line. The project was a success and was completed in October 2017.
The second phase of this project is to install the 24-inch water line east from Chautauqua Avenue on Timberdell Road to Jenkins Avenue and then south on the Reaves Park property to Constitution Street.
DISCUSSION: NUA staff worked with OU staff to reach an acceptable alignment along Timberdell Road that did not negatively affect the existing trees or current utilities in the area. The project was surveyed, an easement was drafted and construction plans are currently being finalized.
Timberdell Road is a private street owned by the University of Oklahoma and no right-of-way (ROW) exists to allow installation of the water line. Proposed permanent waterline easement E-1819-69 is 15 feet in width and extends along the south side of Timberdell from Chautauqua to Jenkins. It is legally described and pictorially represented in the attached easement documents. OU has agreed to donate the water line easement to the NUA which is approximately 0.91 acres.
