AMENDMENT NO. ONE TO CONTRACT K-1819-54: BY AND BETWEEN THE CITY OF NORMAN, OKLAHOMA, AND SPAYWAY CLINIC EXTENDING THE CONTRACT UNTIL JUNE 30, 2019, TO PROVIDE OFFSITE SPAY AND NEUTER SERVICES FOR THE NORMAN ANIMAL WELFARE CENTER.

BACKGROUND: The parties entered into a contract dated August 14, 2018, for offsite spay and neuter services to be provided until a full-time veterinarian was hired. A veterinarian has been hired and will begin employment with the City of Norman on or about April 1, 2019.
DISCUSSION: State law requires dogs and cats being adopted from the Animal Welfare Center to be spayed or neutered before they are adopted. The Animal Welfare Center needs professional services to spay and neuter adoptable dogs and cats until the veterinarian starts employment with the City of Norman and for a period of transition for the veterinarian. The amendment extends the Contract with Spayway Clinic until June 30, 2019. Spayway Clinic receives animals from the Animal Welfare Center on Wednesday and Thursday and has the option to use the Animal Welfare Center facility one Friday per month, if needed. Spayway performs approximately 40 procedures per week. Funds are available in Spay and Neuter Services (account number 010-6070-441.40-27).
RECOMMENDATION: It is recommended that Amendment No. 1 to Contract K-1819-54 be approved and extended until June 30, 2019, for offsite spay and neuter services for the Norman Animal Welfare Center.
