BACKGROUND: In 2001, the citizens of Norman approved a five dollar per month maintenance fee providing for the systematic replacement of aged and deteriorating sewer lines throughout our system. The Sewer Maintenance Project FYE18 (SMP18) is rehabilitative in nature and will replace up to 27,800 feet (5 miles) of residential sewer and about 220 manholes. Deteriorated pipe will be replaced with thick wall, high density polyethylene (HDPE) sewer pipe, installed using primarily the pipe-bursting technique. The project area is generally bounded by Westbrook Terrace to the North, Highway 9 to the Southwest and Berry Road to the East; see attached map.

On August 25, 2009, the Norman Utilities Authority (NUA) approved Contract K-0910-55 with Lemke Land Surveying (Lemke) for On-Call Professional Services. An RFP process was completed at that time. SMP18 is the type of project the On-Call contract is meant to address. On January 22, 2013 the NUA approved Expenditure No. 1 to Contract K-0910-55 with Lemke for On-Call services on SMP 2012. On July 23, 2013 the NUA approved Expenditure No. 2 for On-Call services on SMP 2013. On October 28, 2014 the NUA approved Expenditure No. 3 with Lemke on SMP 2014. On July 26, 2016, the NUA approved Expenditure No. 4 on SMP 2017. On February 28, 2017 the NUA approved Expenditure No. 5 with Lemke on the Lift Station Modifications FY17 project.

DESCRIPTION: Staff desires to accept Lemke's proposal, attached, in an amount not to exceed $55,000 for surveying and drafting services to assist staff with design of SMP18. The proposal scope and cost estimate is reasonable, in accordance with the terms and conditions of the on-call contract, and at the contract rates.
