BACKGROUND: The Robinson Street Waterline Replacement project (WA0195) is expected to replace approximately 5,300 feet of large diameter deteriorated 24-inch waterline along Robinson generally between the Brookhaven Water Storage Tower west of 36th Avenue NW and 24th Avenue NW. This cast iron waterline was constructed in the early 1970's and has had numerous leaks resulting in significant loss of water and damage to the overlying or adjacent roadway. Repairs to this large diameter water line are very expensive and are very disruptive to traffic in the area as repairs are completed.

On January 28, 2014, the Norman Utilities Authority (NUA) approved Contract K-1314-110 with Alan Plummer and Associates, Inc. (APAI) for preliminary design, surveying and geotechnical services. On October 14, 2015, the NUA approved Amendment No. 1 for final design and construction services for Phase I of the project from just west of Crossroads Boulevard to a point about 1,000 feet east of 24th Avenue NW. On November 10, 2015 the NUA approved Amendment No. 2 for final design and construction services for Phase II of the project between Crossroads Boulevard and the Brookhaven Water Tower; the Phase II design is complete and bids are expected to be opened on January 31, 2019.

DISCUSSION: As a part of the project requirements, a construction permit from the Oklahoma Department of Environmental Quality (ODEQ) is required. The design drawings and specifications for Phase II of the project were submitted to the ODEQ on December 2, 2018 and they were approved on January 2, 2019.
