BACKGROUND: A claim was filed by Jason Taylor in the amount of $3,306.86 for plumbing expenses, water loss and property damage that occurred when he discovered a leak in the water main at his home on or about March 2018.

DISCUSSION: This incident was investigated by Charlie Thomas, Capital Projects Engineer. During fiscal year 2017, a City project entitled Woodcrest Sewer Interceptor Project was taking place which included pipe-bursting a replacement sewer main along the creek in front of Mr. Taylor's home at 3120 Tisbury Road.

On or about March 2018, Mr. Taylor received a water utility bill in an amount that was much higher than what was usual for his home. Mr. Taylor contacted a plumber and City Line Maintenance staff who determined a leak was coming from his primary water service line. Unbeknownst to City staff, this line ran to his home from under the creek and crossed near the sewer line. Staff concluded the water line must have been stressed by the previous pipe-bursting work that took place along the creek.

Staff began extensive efforts in the attempt to locate the water main leak and this resulted in the digging of several large holes in Mr. Taylor's yard. In the end, the line could not be located for examination due to its location in the creek bank. Staff determined that the best solution to correct the leak was to relocate the water meter service away from the creek near Tisbury Road to nearby Nantucket Boulevard.

Mr. Taylor received high water utility bills for usage from December 2017 through March 2018. Once these bills were compared to the same months of the previous year, the increased difference was determined to be $1,179.96.
