BACKGROUND: On May 22, 2018, Council approved Resolution R-1718-117 that established an incentive program to adjust the building permit fees for homes achieving a Home Energy Rating System (HERS)/ Energy Rating Index (ERI) of 65 or below. The Resolution established this fee adjustment on a pilot program basis that began on July 1, 2018, and is scheduled to end on December 31, 2018. (Resolution R-1718-117 attached to this item).

DISCUSSION: To date, 22 homes have applied for the program and are currently under construction. From July 1 - December 12, 2018, 114 single family homes applied for building permit. This translates to approximately 19% of the new homes being constructed applying for the pilot program. Currently, none of the homes that have applied for the program have completed construction to certificate of occupancy level.

Given that none of the homes currently in the program are finished with construction, staff has yet to acquire the information that would allow us to inform the Council of the actual program cost (i.e. building permit fees adjusted) and the average HERS/ERI rating of the homes being built. In an effort to allow for the completed construction of the homes to gather information to help the Council make a decision about making the program permanent (i.e. Ordinance amendments), staff is proposing a Resolution for Council approval that would continue the pilot program through June 30, 2019.
