CONSIDERATION OF ACCEPTANCE OF A SUB-GRANTEE AWARD IN THE AMOUNT OF $60,950 FROM THE OKLAHOMA OFFICE OF HOMELAND SECURITY AND ASSIGNED BACK TO THE STATE OF OKLAHOMA DEPARTMENT OF PUBLIC SAFETY AND THE OFFICE OF HOMELAND SECURITY TO PURCHASE A REPLACEMENT HAZARDOUS MATERIALS (HAZMAT) CHEMICAL IDENTIFICATION UNIT FOR THE NORMAN FIRE DEPARTMENT, AND APPROVAL OF CONTRACT K-1819-91.

BACKGROUND: The Oklahoma Office of Homeland Security fiscal year 2016 Homeland Security Grant Program provides funds for the purchase of a Replacement Hazardous Material Chemical Identification Unit that will be placed on the City’s Hazardous Materials Unit.

 

DISCUSSION:  The Oklahoma Office of Homeland Security received Grant Number 860.062 under the Homeland Security Grant Program for 2016 which provides for the purchase of this equipment.  The Norman Fire Department has been made a sub-grantee of the Replacement Hazmat Chemical Identification Unit in the amount of $60,950 that will be placed on the Hazardous Materials Unit.

 

The Hazardous Materials Unit currently has a hazmat chemical identification unit on it which is outdated.  This equipment will replace the old unit.

 

The City of Norman will assign the $60,950 in grant funds to the State of Oklahoma Department of Public Safety and the Office of Homeland Security to purchase the equipment, which will then be delivered and titled directly to the City of Norman.  The City will accept title to the equipment and acknowledge that it will be used according to the terms of the Grant.

 

RECOMMENDATION: Staff recommends that City Council accept the award of the $60,950 in grant funds; assigns the grant funds to the State of Oklahoma Department of Public Safety and the Office of Homeland Security to purchase the equipment, which will then be delivered and titled directly to the City of Norman; and accepts this equipment to be placed on the Hazardous Materials Unit.
