BACKGROUND:  In 2001, the citizens of Norman approved a five dollar per month maintenance fee providing for the systematic replacement of aged and deteriorating sewer lines. Sewer Maintenance Project FYE 2014 (SMP14) is rehabilitative in nature, generally bounded by Robinson Street to the north, Sherry Avenue to the west, Main Street to the south, and Berry Road to the east. The project was bid in phases due to budget constraints.

 

On August 28, 2018, the Norman Utilities Authority (NUA) approved Contract K-1819-12 for Phase 2 with PM Construction & Rehab, LLC of Pasadena, Texas, LLC in the amount of $1,348,501. Construction is in progress.

 

DISCUSSION:  Easements allow installation and maintenance of public sewer lines. A new permanent easement is needed to relocate a public sanitary sewer line for the project.  Relocation is needed to improve flow and save money.

 

No cost is associated with this agenda item, since the owners are donating the Permanent Easement.  The permanent easement is 12.5 feet wide by 150 feet long with an area of about 1,875 square feet, as shown on Exhibit A attached to the easement agreement.

                     

RECOMMENDATION: Staff recommends acceptance and filing of permanent sanitary sewer Easement E-1819-55.
